Dogwood Road Rehabilitation from Aten Road to Southeast City Limit

We created a set of plans ready to be bid to contractors. Created a set of specifications to accurately delineate an Asphalt Rubber Aggregate Membrane (ARAM) and Asphaltic Rubberized Hot Mix (ARHM) overlay. The specifications accompanied the plans and were used by City to add on to the City’s boiler plate for bidding purposes. The project consisted of one stretch of road with a length of 0.45 mile with a consistent width of approximately 28 feet of asphalt road.
Coordinated with Joseph Chua, Caltrans District 11 Local Assistance Engineer. Vexer Engineering provided the Preliminary Engineering Services. This project used funding from Federal funds and ICTC. Conducted weekly meetings with the project manager and stakeholders in order to maintain clear communication of expectations of the bid documents. Deliverables (bid documents) included two hard copies of a set of plans that will be bid out to contractors with Registered Civil Engineer stamp and signature. Also included a CD containing a copy of the plans in PDF and DWG. The City entered into an agreement with the client within the terms of the City’s agreement. Organized files, set up meetings, documented meeting minutes and sent correspondences to City staff for their use.
Under the City Engineers direction, we performed all necessary services to obtain right of way through eminent domain. Constructed, excavated, installed class II base, asphalt, concrete curb, sidewalk and light poles. Performed all construction management.

IID Utility Relocation Project (Brawley Bypass)

Installation of 18-inch Waterline

Ensured contractor obtained USA dig alert confirmation number and ensured contractor potholed all utilities prior to trenching. Project included installation of C-905 PVC pipe on sand bedding and backfill with native and asphalt concrete cap. Disinfected new lines, conducted water pressure tests and bacteriological tests prior to connection to the existing water system. Ensured proper installation of all restrained joints.
Sewer and Waterline Replacement Program Phase I
City of Brawley
Installed new sewer lines, abandoned old cast iron and asbestos concrete lines. Installed new waterlines and water valves to supplement pressures.
Street Rehabilitation Pilot Project Phase I thru Phase V
City of Brawley
Initiated ARAM interlayer system. Wrote and modified the Specifications from SSPWC “Greenbook” to include a polymer modified slurry seal. Inspected the work including ARHM (Type Gap Graded) at stop points, calculated chip seal spread rates, calculated emulsion spread rates, checked temperatures of asphalt, inspected rolling pattern per Caltrans method specifications, calculated Type 2 Slurry Seal spread rates, measured quantities for payment to Contractor and issued a recorded notice of completion for release of retention.
Malan Water Improvements Phase II

Project included installation of (1) 36-inch and (2) 24-inch waterlines which connected to existing system at Water Treatment Plant. Potholed fiber optic lines, Coordinated with contractors of future subdivision development. Coordinated with Imperial Irrigation District (IID) regarding the standards of placing City facilities under and over existing IID facilities using Standard D-3086 with verified clearances or using Class 200 PVC pipe with ten feet on each side of facility.
Reviewed entire contract including Special Provisions to ensure that all CDBG required verbiage was included. Ensured that the bidding process was per CDBG regulations. Conducted the Pre-Bid Conference. Reviewed contractors DBE Goal Commitments. Ensured the contractor conducted all work in accordance with the provisions of California Labor Code, Section 1770, et seq. Performed all construction inspections, administration, final payment and as-builts.
Imperial County Route 78 Chip Seal
Caltrans
Construction Management for chip seal project from Ogilby Road Junction to Riverside County Line. Responsibilities included inspection and calculations of spread rates and yields for quantities with compliance of the 1999 Caltrans Standard Specifications and Special Provisions and placing that information on daily diaries. Coordinated with laboratory for acceptance, testing and sampling of material gradations. Addressed all close out documentation per LAPM procedures in order to obtain all proper reimbursement.
State Route 111 Expressway New Alignment
Participated in Contractor Weekly Progress Meetings, attended partnering meetings, reviewed inspector daily reports to ensure pertinent information was supplied and commented on dailies for corrections prior to submittal to Resident Engineer. Managed all construction files. Consulted with Caltrans Material Lab for submittal and acceptance of material. Ensured all backup calculations for quantities and measurements were in files prior to issuing the monthly progress payment to the Contractor. Responsibilities included writing specifications for contract change orders, reviewing CPM scheduling, and redlining trench/excavation plans per OSHA and Cal-OSHA. Ensured staking calculations were accurate and a precise structural section was installed. Contacted and coordinated with railroad, cities, IID and other agencies. Installed traffic control devices and reported lane closures to be inputted in data entry at the Traffic Management Center. Conducted SWPPP weekly inspections for proper installation of BMP’s. As field office engineer, supervised four field inspectors and managed all the office files. Familiar with steel placement per Caltrans Drainage Inlets. Inspected field work for concrete truck time and revolution limits per Caltrans Standards. Familiar with Caltrans requirements for placing IID facilities under new Hwy 111. Reviewed and commented on contractor’s trenching and excavation plan. Ensured contractor has submitted annual excavation permit.
State Route Interstate 5 HOV Widening from Route 134 to Olive Avenue

Lead Field Engineer, Assistant Resident Engineer and Inspector for Caltrans Interstate-5 HOV lane widening in Burbank. Prepared Weekly Statement of Working Days and Progress Meeting Minutes. Inspected site work for contract compliance and wrote daily diaries to be filed. Review project plans, addendums, contract change orders, Special Provisions and Standard Specifications for measurement including payment clauses. Document all contractor activities includes efforts in negotiating potential claims. Involved in deciding validity on contractor potential claims through DRB meetings.

Earthrise Nutritionals Raw Water Reservoir
Calipatria, CA
Prepared an Engineering Report following the California Environmental Quality Assurance (CEQA) guidelines to accomplish the Negative Declaration requested for the County of Imperial due the expansion of the Earthrise existing facility, which consists on the addition of a new double lined Evaporation Pond for wastewater discharge. This report also responded to the State Water Resources Control Board (SWRCB) Title 27 Regulations and consisted on a detailed description of the existing facility operations, operational maintenance and controls, characterization of wastewater, technical information of the proposed Evaporation Pond and Mitigated Negative Declaration to preserve the groundwater quality.
Construction Management and Resident Engineering Services for
“A” Street Rehabilitation, CDBG Project #03-STBG-1863

Prepared Progress Weekly Meeting agenda and minutes. Coordinated IID Encroachment Permit through Electrical Subcontractor and put together a submittal package with electrical specifications for all panels and emergency generator. Submitted Weekly Statement of Working Days. Organized project files by Categories for submittals, diaries and RFI’s. Used Portfolio computer software to input and log daily photos to be accessible to client via the internet.
Pavement Management Study & Streets Maintenance Project
Westmorland, CA
Evaluated the Pavement Condition Index (PCI) by performing a physical inspection of all the streets in the city and proposed a 5-year plan, prioritizing the worst streets to be repaired within the first fiscal year (starting on 2018) and determined the maintenance or repairs required, as well as the estimated costs. The City of Westmorland has contracted Vexer Engineering to design a maintenance project for construction of some AC and ARAM overlays. The construction work is projected to begin February of 2018.
